The Australian and NSW governments are upgrading The Northern Road as part of the Western Sydney Infrastructure Plan (WSIP), a $4.1 billion road investment program.

The Northern Road projects
The Northern Road upgrade is part of the Australian and NSW governments’ commitment to foster positive growth in western Sydney through the development of growth centres, employment areas and integrated road transport solutions.
On 15 June 2018 a delegate of the Commonwealth Environment Minister and on 30 May 2018 the NSW Planning Minister approved with conditions the project to upgrade The Northern Road between Mersey Road, Bringelly and Glenmore Parkway, Glenmore Park.

We are investing in safer and more reliable journeys for our customers, through connections to motorways and to new growth areas. The Northern Road is a key north-south arterial link between Richmond Road, Bligh Park and Camden Valley Way, Narellan. This approximately 51 kilometre road connects the North West Growth Area, the Western Sydney Airport Growth Area and South West Growth Area. It also intersects other major roads including the Great Western Highway, M4 Motorway, Elizabeth Drive and Bringelly Road.
We are planning for the future by delivering quality infrastructure to meet expected growth in the area. Without significant upgrades, the road’s capacity is likely to be exceeded in peak periods by 2026 resulting in congestion.
Currently, The Northern Road is a two-lane undivided road, carrying about 16,000 vehicles per day.
By upgrading a 35 kilometre section of The Northern Road between The Old Northern Road, Narellan and Jamison Road, South Penrith, we are meeting this future business and population growth in the local area and across broader western Sydney.
Roads and Maritime is committed to providing this infrastructure before it is needed.
Our focus is our customers across the lifecycle of our projects from early planning and development to delivery and operation. To deliver the upgrades efficiently and minimise impact to our customers, work along The Northern Road is being completed in sections.
Local communities are already benefiting from The Northern Road upgrade, with Stage 1 now open, returning local roads to the community and improving connectivity and travel reliability.
The Northern Road upgrades are being delivered in sections to minimise the impacts on our customer during construction and to deliver benefits earlier through a staged approach. These stages are:
- Stage 1 Between The Old Northern Road, Narellan and Peter Brock Drive, Oran Park - completed
- Stage 2 Between Peter Brock Drive, Oran Park and Mersey Road - under construction
- Stage 3 Between Glenmore Parkway, Glenmore Park and Jamison Road, South Penrith - under construction
- Stage 4 Between Mersey Road, Bringelly and Eaton Road, Luddenham - under construction
- Stage 5 Between Littlefields Road, Luddenham and Glenmore Parkway, Glenmore Park - under construction
- Stage 6 Between Eaton Road, Luddenham and Littlefields Road, Luddenham - under construction

This program of work is part of the Western Sydney Infrastructure Plan (WSIP), a $4.1 billion road investment program jointly funded by the Australian and NSW governments. The Western Sydney Infrastructure Plan will deliver about 61 kilometres of major road infrastructure upgrades before the opening of the planned western Sydney airport.
