Light vehicle road access
Light vehicles that comply with prescribed dimension limits and applicable vehicle standards have unrestricted access to the road system provided the vehicle has current registration.
Oversize light vehicles and light combinations currently registered that exceed prescribed dimension limits may be eligible to travel under the NSW Light Vehicle Agricultural and Load Exemption Ministerial Order 2019 if they meet the requirements of the Order.
The Order does not apply to Heavy Vehicles. See More information about heavy vehicles.
Oversize light vehicle and trailer combinations may be eligible to travel under the Rowing Boat Trailer Combination Exemption Notice 2017 if they meet the requirements of the order. These requirements cover a currently registered vehicle which exceeds the prescribed light vehicle dimension limits when towing a rowing boat trailer with a load in the form of a dragon boat, outrigger canoe, kayak, surf ski, rowing shell or similar rowing vessel.
The Order allows oversize light vehicles and light combinations used for agricultural and load carrying (including boats, sailing boats and yachts) purposes to operate up to the maximum dimension limits specified in Table 1 of the Order. These vehicles and combinations must also be used and in accordance with the conditions, including requirements for warning devices and pilot vehicles, shown in the Order.

Oversize light vehicle and light combination
An oversize light vehicle and light combination is defined as:
- A motor vehicle that has a Gross Vehicle Mass (GVM) not exceeding 4.5 tonnes
- A trailer that has an ATM not exceeding 4.5 tonnes
- A combination of two light vehicles.
Note: A light combination may weigh more than 4.5 tonnes provided none of the individual vehicles in the light combination has a GVM that exceed 4.5 tonnes.
Routes and zones of operation
Oversize light vehicles and light combinations operating under the Order may only use the routes and travel in the zones published by Roads and Maritime. There are two types of suitable routes and areas depending on the type of vehicle:
- Notice of suitable routes and areas for load carrying vehicles
- Notice of suitable routes and areas for agricultural vehicles.
Roads and Maritime Services order - Rowing Boat Trailers
The NSW Rowing Boat Trailer Combination Exemption Notice 2017 provides an exemption for a motor vehicle and trailer combination towing a rowing boat as defined in the exemption notice which exceeds the dimensional requirements.

Light vehicles operating under this exemption notice must comply with the requirements of the notice for dimension, appropriate oversize signage and number plate visibility.
The notice requires light vehicle combinations travelling under this exemption must operate similar to a heavy vehicle combination and in accordance with:
- The general operating conditions made under Part 2, Division 1 of Schedule 2 of the Multi-state Class 1 Load Carrying Vehicles Dimension Exemption Notice 2016, and
- The route and travel restrictions made under Appendix 2 of the Class 1 Load Carrying Vehicles Notice 2019.
Requirement to carry a copy of Order/Notice
When operating under the Order or Exemption Notice you must carry a copy of the order or notice in the driving compartment of the oversize light vehicle or light combination. You must produce the Order or Notice in response to a request by a police office or authorised officer.
A copy of the relevant ‘notice of suitable routes and areas’must also be carried if the oversize light vehicle or light combination is required by the Order or in the notice to be accompanied by a pilot vehicle.
Note: There is no special permit form or fee. The vehicle driver only needs to carry the appropriate documents with them and comply with the conditions in the documents to be eligible to operate under the Order or Notice.
