
The NSW Government is investing $3.3 million through the Housing Acceleration Fund to plan for an intersection upgrade at Norwest Boulevard, Lexington Drive and Elizabeth MacArthur Drive, Bella Vista to ease congestion and improve traffic flow along Norwest Boulevard and support and accelerate housing development in the area.

NOV 2021Community update
We have considered all the submissions received from the local community and stakeholders on our proposal to improve the intersection at Norwest Boulevard, Lexington Drive and Elizabeth MacArthur Drive, Bella Vista. We are currently working through the proposal and will prepare a Submissions Report. We will advise the community when the report is ready to access.

We have extended the comment period for the Review of Environmental Factors (REF) and the concept design for the project. The REF and concept design will remain on display until 5pm Thursday 24 December 2020.

Instead, we will hold two online community information sessions so you can discuss the proposal with members of the project team.

Roads and Maritime Service is looking at options to upgrade the intersection at Norwest Boulevard, Lexington Drive and Elizabeth MacArthur Drive, Bella Vista to ease congestion, improve traffic flow and support housing development and future traffic demand.
More informationAs part this work, we need to carry out a number of investigations around the intersection. This will involve:
- surveying
- geotechnical investigations
- utility investigations, including pot holing to identify the location of utilities underground.
Roads and Maritime will contact property owners to arrange access for these planned investigations.
Proposed upgrade
Project information
Norwest Boulevard in Bella Vista is a pivotal travel route between the M7 and Castle Hill and provides access to the Norwest Business Park.
However, during morning and evening peak periods the road is heavily congested, causing long delays for road users.
In 2017, vehicle activated traffic lights were introduced at the Norwest Boulevard, Lexington Drive and Elizabeth MacArthur Drive intersection to help ease congestion during the peak period.
While this work has improved journey reliability and travel times, this upgrade was only a short term solution while we investigated long term options.
We are now investigating options to further upgrade the Norwest Boulevard, Lexington Drive and Elizabeth MacArthur Drive intersection in Bella Vista.
The project will:
- improve traffic flow and reduce congestion, especially during the AM and PM peak periods
- support housing development by providing extra capacity to meet future traffic demand
- improve road safety for all road users
- improve access and safety for cyclists and pedestrians
- support the movement and access needs of public transport.
There are a number of other transport projects being undertaken in the area.
- Sydney Metro is opening this year and has two stations nearby, Bella Vista Station and Norwest Station.
- Roads and Maritime is upgrading Showground Road, Castle Hill, Old Windsor Road, Bella Vista and Memorial Avenue, Kellyville among other road improvement projects in the area.
